The Division of Workforce and Economic Development is pleased to announce the following competitive grant opportunity:

Deputy Sector Navigator Package Grant

Release Date:  Thursday, March 7, 2013

Due Date:  Friday, May 3, 2013

Funding Stream(s):  SB 1402 (Lieu) and SB 1070 (Steinberg)

Total Funds Available:  $19,800,000 (66 maximum awards x $300,000)

Deputy Sector Navigator Package Grant


The Deputy Sector Navigator Package Grant RFA Instructions, Terms, and Conditions RFA describe opportunities and application requirements for these competitive grant opportunities available to all California Community Colleges.  All application materials can be accessed at:

The new RFA grant opportunities include funding to target investment at priority and emergent sectors as chosen by each of the regions of the State and meet the intent of specific objectives of the Economic and Workforce Development Program (SB 1402) and the Career Technical Education Pathways Program (SB 1070). The allocated funding for 66 Deputy Sector Navigator grants has been determined by the regional selection. It is a requirement of the Chancellor’s Office that the applications will match one of the priority or emergent sectors chosen by the region in which the applicant is applying and that the fiscal agent is one of the Districts within that region.

Bidder’s Workshop

A Deputy Sector Navigator Package RFA Bidder’s Workshop is scheduled for Tuesday, March 19, 2013, from 10:00 a.m.-12:00 p.m.  Questions submitted in advance will be answered during the bidder’s workshop and must be sent in writing to Abigail Sifrit at asifrit@cccco.edu no later than 5:00p.m., Wednesday, March 13, 2013.

  2. (no separate e-mails with pieces of applications will be accepted)
  3. All documents are to be submitted via WORD or PDF format and must be received via e-mail no later than 5:00 p.m., Friday, May 3, 2013 to deputynavigator@cccco.edu.

Focusing on jobs and the economy requires braiding, funding, and targeting investments (of incentive funds) at priority and emergent sectors important to regions. Key activities under this framework include: a focus on regional priority/emergent industry sectors; to take effective practices to scale; to integrate and leverage programming between funding streams; to promote common metrics for student success; and, to remove structural barriers to execution.

In addition to the newly posted Deputy Sector Navigator Grant Package, there are three RFAs posted at http://extranet.cccco.edu/Divisions/WorkforceandEconDev/WEDDRFAs.aspx that align with the Workforce and Economic Development Division’s 2013-14 vision. These RFAs are:

1.     The Regional Consortia Grant, due March 18, 2013;
2.     The Sector Navigator Grant, due March 18, 2013;
3.     The Centers for Excellence for Labor Market Research, due April 17, 2013.

Over the next few months, the CCCCO will issue three new RFAs.
  1. The Carl D. Perkin’s Funded Technical Assistance RFA has an estimated release of April, 2013. The total funds available will be $525,000 and the maximum number of awards is not yet determined. This funding may be used to build existing capacity, bring to scale best practices, form a community of practice with a definitive outcome and timeframe, provide professional development, and to fund those activities required by the California State Plan for Career Technical Education.
  2. The Industry Driven Regional Collaboratives (IDRC) RFA has an estimated release date of April, 2013. The total funding available is $3,800,000 with the maximum number of awards to be determined. The focus of the IDRCs will be to convene skill panels to produce deliverables; develop instructional packages focused on the technical skills in targeted industry sectors; articulate curriculum model within a career pathway; provide faculty mentorships and staff development; support transformational activities focused on removing systemic barriers; deploy new methodologies that enhance performance and outcomes; implement projects to foster the growth of new businesses and jobs in emerging sectors; develop student internships; purchase equipment; and, submit performance data.
  3. The Governor’s Career Technical Education Pathways Program (SB 1070) RFA, or series of RFAs are estimated to be released beginning in May, 2013. Total funds available will be approximately $30,000,000. The maximum number and categories of awards will be announced at a later date. SB 1070 supports activities that align with regional and sector strategies. The intent of the legislation is to fund projects that increase the readiness and success of middle school and high school students for postsecondary education and careers in priority economic sectors; promote productive partnerships between educational institutions and business and industry; promote and track participation of students in articulated courses; provide professional development to teachers and faculty; expand internship and work-based opportunities; support a Linked Learning program; and, validate measures to establish student readiness for postsecondary education and careers.

The 2013-14 year promises to be one of high activity, performance, and outcomes. The Workforce and Economic Development Division is committed to working with you to make it a success.
