CCC CTE Data Launchboard Project Launched

The CTE Launchboard will field-test a more comprehensive set of metrics for CTE success and develop a statewide data system so that these measures can be captured statewide on an annual basis.

Why Build the Launchboard?

Conventional measures of student success—often defined as achievement of higher-unit certificates, associate’s degrees, and transfer—do not capture the full spectrum of community colleges’ impact on workforce development or their key role in enabling students to escape poverty. More detailed information is necessary for practitioners to understand the efficacy of specific programs and how well they are aligned to the needs of students, other educational segments, and regional industry demands. In order to better understand how community colleges contribute to regional economies, support worker retraining, and raise the earning potential of students, additional metrics need to be collected and used to inform program improvement. In particular, information is needed on:
  • lower-unit and external credentials that community college students may earn
  • whether students get a job in their field of study
  • whether students see an increase in their wages
However, having new metrics alone will not enable colleges to move the needle on improving student and economic outcomes. CTE practitioners need support on how to examine these new data sources, better access existing information, and use them to create strong programs. They also need opportunities to share this data at a regional level, to identify how colleges can work in concert to address both student and employer needs.

What Will the Launchboard Include?

The CTE Launchboard offers several dashboard of metrics that are intended to launch conversations about CTE success. The primary tab of the Launchboard will offer information at the 4-digit TOP code level, using a suite of metrics grouped into eight categories—each of which will include disaggregated student data to support the analysis of which students are being served effectively :
  • Enrollments
  • Student participation in support services
  • Attainment of milestones
  • Community college and external credentials
  • Employment and wage gain
  • Alignment with other educational segments
  • Employment demand signals and trends
  • Capacity to serve students
An additional Launchboard tab will offer a Common Metrics view, showing outcomes for cohorts of students that are available through statewide data systems and definitions of how to measure and gather Common Metrics that must be collected locally.

The Launchboard will reside on the Cal-PASS Plus website. A preliminary mock up of the Launchboard will be available soon.

How Will the Launchboard be Developed?

The first phase of work on the Launchboard be during 2012-13 and will focus on field-testing a suite of metrics using college data and sharing results with the field.
  • The Launchboard is being developed in close partnership with the Chancellors’ Office, Cal-PASS Plus, the Centers of Excellence, the Employment Development Department, and WestEd to ensure that it dovetails with other efforts to document CTE success. 
  • The suite of metrics was developed during a statewide meeting that included practitioners, policy makers, and representatives from statewide organizations.
  • Information about the effort will be shared on a regular basis by the Chancellor’s Office, with opportunities provided to help shape the scope and format of the data reports.  
  • For its initial development, the Launchboard will be populated with data from a total of 40 programs from four colleges chosen to represent a wide variety of college contexts and CTE focuses.
  • This phase of work will also include research by Peter Riley Bahr to identify interim student achievements that may better capture momentum toward employment and wage gains.  By analyzing course-taking and wage data housed at the Chancellor’s Office as well as post-graduation student employment surveys, Bahr will pinpoint CTE interim milestones, document pathways and outcomes for students who do not attain higher-unit certificates, associate’s degrees, and transfer, and identify the most reliable sources of wage data.
The second phase of work will be during 2013-14 and will focus on rolling out a statewide data system that will make these types of metrics available to all colleges.
  • The Launchboard will be expanded to the 35 colleges that participated in the Employment Outcomes Survey in the summer of 2013
  • The Launchboard will be scaled to all 112 colleges by early 2014
  • Additional data sources and cohort upload capabilities will be added to the Launchboard in 2014
